Polina Tonkikh

Polina’s professional experience is related to international trade and the WTO. Prior to joining the WTO Expertise Center in 2019, Polina worked in the Trade Negotiations Department of the Ministry of Economic Development of the Russian Federation, where she coordinated the work on several tracks of international trade negotiations.

Polina participated in the preparation, drafting and adoption of various international agreements and arrangements in the WTO, including those related to the administration of tariff-rate quotas (2013), trade facilitation (2013), export competition (2015), and fisheries subsidies (2017), food security (2022), export restrictions (2022), and others.

Upon Russia’s accession to the WTO in 2012, for several years Polina worked at the Russian Mission to the United Nations Office and other International Organizations in Geneva (and, since 2014 – to the WTO) covering a wide range of WTO issues, including multilateral trade negotiations on agriculture, regional trade agreements, export financing, trade and environment, accessions (Kazakhstan), etc..

In the WTO Expertise Center, Polina provides expertise on various aspects of international trade negotiations, especially those on agricultural market access and trade-distorting domestic support, as well as on issues related to international trade rules and ensuring national and global security, including food security and energy security.

Polina has a number of publications and teaches several courses on WTO-related issues at the Higher School of Economics.

In 2017 and 2023 Polina was awarded letters of gratitude from the Minister of Economic Development of the Russian Federation.


Education:

Polina holds a Specialist degree (equivalent to MA) in World Economics and a MA degree in Law of International Trade, Finance and Economic Integration, both from the National Research University “Higher School of Economics”.

WTO Certificates (Geneva, Switzerland): Multilateral trade agreements (2012), Advanced Course on Regional Trade Agreements (2013), Advanced Course on WTO Dispute Settlement (2013), Advanced Course on Agriculture Notifications (2014), Trade Remedies and the WTO (2019).

UNCTAD Certificates (Geneva, Switzerland): Key Issues on the International Economic Agenda (2015); FAO/UNITAR Certificates: WTO Accessions in the CIS Region (2014), Resolving Agricultural Trade Issues through International and Regional Trade Agreements (2015).

In 2015-2016 Polina completed a course on WTO Law and Practice at the University of Geneva and a course on International Trade Law at the Graduate Institute Geneva.
