Maxim Gubarev is involved in the Center’s work on elaboration of legal positions of the Russian Federation in WTO disputes. He also implements analysis of trade policy measures of foreign states, as well as draft norms of tariff and non-tariff regulations in Russia and the EEU for their conformity with the WTO rules.

As a staff member of the United Nations Conference on Trade and Development (UNCTAD), Maxim specialized in non-tariff regulation measures of South-East Asia, India, New Zealand, and Australia.

As a trainee at WTO’s Appellate Body, he was directly involved in dispute resolution processes of WTO member states.

Years of work for one of the largest international law firms gave Maxim extensive experience of counseling companies engaged in foreign economic activity, in particular in:

  • application of customs and tariff measures aimed at foreign economic activity regulation;
  • application of non-tariff regulation measures including technical and sanitary regulation;
  • domestic market protection (safeguard, anti-dumping and countervailing measures);
  • protection of the interests of Russian exporters on foreign markets;
  • feasibility of projects concerning reduction and/or raising of import customs duties;
  • application of benefits and preferences in import-export activity in the context of free trade zones, free economic zones, and industrial assembly of cars and car parts;
  • protection of intellectual property rights and prevention of counterfeit and parallel imports.
